Aloha,
If you want to see the turtle at Oahu, you should go to North shore side! I could meet the turtle at Haleiwa Ali"i beach park when I visit there anytime.
Haleiwa beach has good location to meet the turtles. But you need to stay away 20 feet from the turtle. Remember this because this is the row at Hawaii!
